is interested in scoping a competitive solicitation for emissions
reduction projects, and plans to use the results of this RFI to so
so. The District intends to fund such emissions reduction projects
using the revenues collected from its voluntary "Live Green"
customer carbon offset program. The District recognizes that there
are a wide variety of GhG emissions reductions project opportunities
in California, as evidenced by the ARB's recent Early Action
Measures report. However, the competitive solicitation that SMUD
plans to develop will be limited to those project types that can be
developed according to robust project accounting methodologies such
as the California Climate Action Registry's project protocols, or
their equivalent, for reporting and verification of the emissions
reductions.

The District will conduct a pre-bid jobsite inspection to
familiarize prospective bidders with the project sites and
conditions. Bidders shall assemble at the treatment plant site
located at 2540 Grant Ave, San Lorenzo, California. The inspection
will last approximately one (1) hour. All bid walk attendees are
required to have a photo ID and sign a confidentiality agreement not
to share, sell, and/or publish photos. The Prime Contractor and its
subcontractors are strongly encouraged to attend the jobsite
inspection where a "sign in" sheet will be provided. Requirements of
the District's Contract Equity Program will be discussed and
explained at the jobsite inspection. For any questions

Work consists of the following:
Well Site - Replace one 10-inch
diameter, 215-foot long vertical turbine pump and associated valves
and piping with a 250-hp 220-foot vertical turbine pump with
discharge piping and valves; furnish and install walk-in electrical
enclosure complete with VFD and all electrical gear; install new
electrical service at well site; construct site improvements; and
perform related work required for a complete and operable well
system as shown on the drawings and specified herein.
Bayside Groundwater Plant -
Construct a 1900 sq ft cmu block operations building and a 50,000
gallon welded steel backwash tank; install all piping and valves for
injection and extraction of groundwater including connections to
sewer, water, and storm drains; install new electrical service;
construct decant pump station including all pumps, piping and
valves; furnish and install chemical storage and feed systems;
furnish and install all electrical and instrumentation; construct
all electrical and instrumentation testing including PLC - SCADA
communications; construct site improvements and perform related work
required for a complete and operable system as shown on the drawings
and specified herein.

4,900 linear feet of piles required for the work, including test

provide Transitional Analysis, Environmental and Engineering
services.

This contract is subject to a financial assistance contract between
RT and the US Dept. of Transportation. All proposers will be
